Because noble gases are chemically inert, scarce in the earth and meteorite (except 40Ar in the earth’s atmosphere), and highly volatile, their isotope ratios have provided important insights in research fields of earth, planetary, and environmental sciences. The progress of noble gas geochemistry and cosmochemistry has been paced by the rate of developments in mass spectrometry. In this contribution, the history and basic principles of noble gas mass spectrometry and general techniques used in most modern laboratories are overviewed. The noble gas mass spectrometry has developed with inventions of various techniques—Nier type electron ionization (EI) source, static mode operation under ultrahigh-vacuum, adequately high resolution to distinguish very minor noble gas isotopes from interferences, and numerous small tips accumulated in laboratories—to attain increasingly greater precision to distinguish the often subtle variations in isotopic compositions, higher sensitivity to measure the low abundances found in many materials, and lower blanks to remove interference from atmospheric gases. New technologies recently exploited, such as simultaneous detection of noble gas isotopes with multicollector detection system, high-transmission EI source, resonance ionization, compression EI source, post-ionization of sputtered noble gases by focused ion beam, which enable us to detect quite small amount of noble gases down to several thousands of atoms, are opening new era of noble gas mass spectrometry. The highly-sensitive noble gas mass spectrometry can be applied to continuous monitoring of activity of volcanoes or active faults and to detect trace amount of noble-gas producing elements upon neutron irradiation, such as halogens, potassium, calcium, uranium, etc.

The Commission on Freedom of the Press published its report, entitled A Free and Responsible Press, in 1947.The report was highly critical of the way in which the press exercised its freedom and urged, among other things, that public rights prevail over private rights in construing freedom of the press and that government should help create a model for the private press.This report, later developed as the social responsibility theory of the press, became a staple in postwar media studies around the globe.This essay reviews its plausibility in the contemporary media environment after it surveys the analyses and critiques of the report in the past.

近年、インターネットオークション取引の紛争解決手法として、オンラインADRが注目されている。オンラインADRによる紛争解決では、あっせん員が正確な事実認定を行い、その事実に基づいて公正な和解案を作成しなければならない。しかし、インターネットオークション取引においては、あっせん員が正確な事実認定のために必要な情報を十分に取得できない。本研究では、より公正な紛争解決を目指し、正確な事実認定に必要な情報取得を可能にするモデルを構築し評価を行った。Recently, Online ADR is paid attention to as a solution method of dispute in Internet auction dealings. In dispute settlement by Online ADR the mediation member recognizes a fact and makes a fair settlement offer on it. But in Internet auction dealings the mediation member can't acquire necessary information for recognition a fact exactly. In this research, I constructed the model by which acquisition information was enabled for fair dispute settlement and evaluated it.

A study on the influence of solar activity and phases of equatorial quasi-biennial oscillation (QBO) on tropical rainfall over India has been made. The results of the total rainfall over the country indicate that during the period of low solar activity, excess/normal rainfall (frequent floods) are associated with the westerly phase of QBO and deficient/normal rainfall (frequent droughts) corresponded to the easterly phase. During the period of high solar activity only normal rain is observed when QBO is in its westerly phase. Multiple regression analysis has employed to estimate the summer monsoon rainfall using sunspot number and equatorial zonal wind at 15-20 hPa during January-February as independent parameters. A study on the spatial variability of monsoon rainfall in response to the solar activity and phases of QBO has also been attempted.

欧州のRoHS指令,カリフォルニアのSB20など,いわゆる製品環境規制が製造業のビジネスに大きな影響を及ぼしている。これら製品環境規制のもとをたどると,IPP (Integrated Product Policy) の基本概念が浮かび上がってくる。この欧州発のIPPがさらにOECDの場で化学物質管理と融合したものがCPP (Chemical Product Policy) という考え方である。本稿ではCPPの現状と今後の動向について論じ,さらに企業として取るべき対応戦略を論じる。

ザンビアにおける都市と地方の不均衡な開発は,地方から都市への人口移動を引き起こしたが,都市における住宅開発は順調に進まなかった。本稿は,ザンビアの土地政策の歴史をみたうえで,経済の自由化と土地商品化の動きにともなう都市の住宅問題,宅地をめぐる争議を検討する。主要な問題は,都市における住宅のうち80%がインフォーマル,あるいは,開発計画の適用地域外であるということにある。これらの地域では,水や電気の供給,下水道やゴミ収集といった衛生に関する行政サービスは乏しく,洪水が起きたり,あるいは,コレラや赤痢などの感染症の発生もみられる。ザンビアでは,1964年の独立時に,人々の移動が自由となった結果,都市の住宅不足が深刻な問題となった。さらに1995年に土地法が改正されたことにより,貧困削減を目的として,土地の資産価値を認め,首都への資本集中を進めた。この土地法の改正は,土地所有権の強化と都市の開発を進めることになった。ザンビアにおける住宅開発は,住民の主体性に任せる「自助努力による住宅開発」にもとづいているため,地価や物価の上昇のなかで住宅を確保できない住民も多い。ザンビアにおける潜在的な問題として,都市部における住宅地の競合と行政による土地接収に対する都市住民の過激な反応にともなう社会秩序の混乱を指摘しておきたい。

Bluebeard, as is usual with Kurt Vonnegut's later novels, seems to have been dismissed unreasonably. I'd like to focus on his literary design in writing the parody of a fairy tale. This paper examines the novel's device for postmodern fairy tales making sure that his version of postmodern fairy tales are different from other postmodern writers', which will involve us overlooking his literary development from earlier novels into later novels.
