石原氏は,官僚組織のトップである内閣官房副長官として在任期間7年3ヶ月,7人(竹下,宇野,海部,宮澤,細川,羽田,村山)の総理に仕え,自民党-日本新党-新政党-社会党の政権交代という政治の激動の時期に立ち会われてきました。今回の3周年記念シンポジウムでは,国政の中枢にある内閣官房の運営における重要な政策決定の背景や経緯について,「内閣における重要政策の決定プロセス」という題目でご講演いただきました。

Izu-Oshima volcano, one of the most active volcanoes in Japan, started a series of emotions on Nov. 15, 1986. One of the characters of the e ructions is the small-scale explosions with flashing arcs, which were the visualized shock waves as a phase change of H2O in the air. occurred at the summit lava-lake. The flashing arcs, seen on the movie, show several characteristics; 1) they spread and propagate semi-spherically, and 2) the launching of semi-spherical ballistics follows the flashing arcs. Analysis of the movie indicates that the velocities of flashing arcs were 300-440 m/s and their sources were located almost on the surface of the lava-lake. We paid attention to the ballistics in the light of scaling laws, which were established from field explosion experiments, so that we were able to estimate explosion energy as about 8×109J. Additionally, assuming that the flashing arcs were produced by an explosion, such as a bursting of pressurized-bubbles, we could get information of their condition, a relationship between inner-pressure and the size.

Although poets like Dryden and Cowley were chosen as members of the Royal Society in its early days, they were not conversant with science. The former was expelled from the Society due to his failure to pay membership fees while the latter never attended a meeting. As a result, it might be supposed that the rise of scientific ideas crystallized in the foundation of the Society did not have an impact on their works. The Society's aim in promoting science was to understand the law of nature which the omnipotent God had ordained, and thereby contribute to the well-being of human beings. The means was through experimentation and a close observation of nature, the latter of which naturalists embraced most eagerly. They collected as many samples, whether animal or plant, as they could, and behavioral patterns or distinguishing features were identified. It has not been pointed out that literary men drew much inspiration from this inductive way of scientific research. They valued observing nature directly in the same way as naturalists did, and praised the practice as something to be followed. They also learnt of the most ideal objects for observation, which were small creatures like ants and bees.

Japanese radio programs have long been in a trial and error situation in their struggle to compete with TV programs. In this process the "midnight broadcasting" programs are one of the most radio-like in nature and nowadays a set format has been established for them. Nevertheless, various experiments still are being tried by each of the radio stations concerning what content should be broadcast at night and during the midnight hours. For example, the audience rating chart shows us that JOJF(Nippon Hoso) is widely listened to by the so-called "young" generation, and that JOKRS(Tokyo Hoso) focuses on the "young adult" generation. These experiments, however, have not necessarily offered a steady barometer for success. Among the current hot programs is "Young Paradise, " a talk show broadcast at midnight during the week whose DJ (called 'personality' in Japan) is actor Yuji Miyake. This program presently is receiving a high audience rating. According to Mr.Akinori Inaba, the organizing director of Nippon Hoso, the secret of "Young Paradise's" success is "to permit the DJ to talk freely and 'play' in the program and to show various points of view about the kind of information that young listeners wanted to know." In short, an all-out playful spirit seems to make "Young Paradise" successful. But in fact, it's success is due to the elaborated efforts in planning by the professionals of radio program organization and production. Here we can find the characteristics of modern radio journalism for young listeners. About ten years or so ago the style of radio programs was quite different from what it is today. A good example is JOKR's "Puck in Music." This too was a talk show featuring DJ's, but many of the topics treated on the program were serious ones such as, "war experience", "worries about school life and exams", "love" and "lust", and so on. But programs of this nature ended with the new way of life which began around 1982 and which shows a preference for keihaku-tansho, the "not heavy, the light." And the older type of program was taken over by omoshiro-syugi, the "happy-go-lucky" orientation outlined above. In order to consider the characteristics of modern radio journalism it is unrealistic to deny this "happy-go-lucky" line. But in the author's opinion, it also may be a chance to show the ability of radio journalism to produce some programs that treat in some way the young listener's views of the world, their dissatisfactions and hopes, etc., which can be found in the depth of their minds or their social psychology.

電子プレゼンテーションが普及した現在でも,大学などの教育機関において黒板を用いた講義は根強い支持を得ている.著者らは,講師が講義前にビデオカメラを1 台設置しておくだけで,その収録映像から自動的に講師の動画映像と板書の静止画とを作成し,即座にインターネット配信可能とする講義自動収録システムChalkTalk を構築した.板書静止画については,画像処理を施して講師の姿を消去する工夫を施している.1 台の固定ビデオカメラのみで黒板全体を明瞭に記録するために解像度の高い民生用ハイビジョンカメラ(HDV カメラ)を用いて実装した.本論文では,システムデザイン,実装,および,評価について述べる.Although lectures and seminars using presentation software became popular, a chalk talk is still commonly used among education institutions such as schools and universities. We developed ChalkTalk that automatically produces E-learning materials from videotaped chalk talks. The system separately extracts a lecturer's image and writing on blackboard from video images recorded with a single high-definition digital camcorder, and stores the former as a streaming video and the latter as a series of snapshot images.

Under natural condition, yearling male goldfish <i>Carassius auratus</i> started regression by late July and completed in August. Then gonadal development commenced and proceeded to milting by October. Spermatogenesis was arrested in winter. However, milting fish appeared again in March.<br> When transferred to 24&deg;C, the male fish matured within a short period at both 12L and 16L in off breeding seasons. However, the minimum time needed for reaching milting was shorter at 16L than at 12L. On both regimes, the spawning stage did not last long but passed to the post-spawning stage. Conversely, males matured and stayed in milting condition at 16&deg;C regardless of photoperiod. The speed of maturation was slower at 16&deg;C than at 24&deg;C regimes.<br> Plasma testosterone levels were high when the fish was maturing or matured but low in immature fish. Plasma gonadotropin levels were more dependent on the water temperature than on the maturation stages. Plasma thyroxine levels did not show clear relationship to the testicular activity at both 16&deg;C and 24&deg;C regimes.

Hydrogen is chemically absorbed into graphite by mechanical ball-milling process under H2, and its hydrogen capacity reaches to about 3.6 mass%. Noteworthy, when iron (Fe) mingles with graphite from steel balls during the milling process, the hydrogen capacity is drastically enhanced. In this work, the hydrogen absorption and desorption properties of the hydrogenated graphite with and without Fe were investigated. The hydrogen capacity of graphite including Fe was about 6 mass% (H/C), suggesting that the excess hydrogen of 2.4 mass% would originate in the Fe related phase. It is clarified by spectroscopic studies that the mingled iron formed a non-stoichiometric iron-carbon (Fe-C) phase as hydrogen absorption site. Assuming that the Fe/C ratio is 1, its hydrogen capacity is estimated to be H/(Fe-C-H)>10 mass%, which is a larger value than that of the conventional hydrogen storage materials. The hydrogen absorbed in the C-Fe phase is released at 450℃ with the transformation of the C-Fe phase to well-ordered carbides such as Fe3C. Therefore, if the C-Fe phase could be synthesized independently, it should be recognized as a promising hydrogen storage material.
