10月末、前経済財政担当相の大田弘子が気色ばんだ。「日本の消費税への過剰反応は異常だ。それが税制改革を難しくしている」。都内で開いた21世紀政策研究所のシンポジウムでの出来事だ。 先進国は税制改革のたびに、消費税を随時上げてきた。しかし、日本は1989年の導入以降、97年に5%まで引き上げただけ。消費税は安定した税収が見込め、世代間の負担の不平等も小さい。

69歳,女性。平成19年2月に中米のコスタリカ共和国へ旅行し,帰国後より左側腹部に小結節が出現し徐々に大きくなった。4月3日近医で粉瘤の診断のもと切開術を施行され,翌日同部からハエ幼虫が圧出された。幼虫はヒトヒフバエ(<I>Dermatobia hominis</I>)と同定された。中南米からの帰国者に粉瘤様の紅色結節をみた場合は本症も考慮する必要があると思われる。

To resolve the problem of civil society by activity, it is necessary to have experience of collaboration. However, in modern Japan in addition to geographical and temporal problems, difficult to experience because there is no collaborationn. Therefore, attention has been paid to collaboration with the online community. Members of the Otaku community has been working together to create the contents from the old days. The result of large-scale online community to share its experience, Otaku came to do a civic activity. Future, on citizen activities to do, or we can not benefit from the experience of otaku community like this.

本研究の目的は,消費課税の類型を整理し,我が国の付加価値税としての消費税の特徴と法制度上の問題点を明らかにすることにある。大型間接税である消費税法の執行によって,国民の側から見て変わったことは「租税の問題に国民すべてが関心をもつことになった」ということである。我が国では,現在,消費税の再増税の時期にさしかかっている段階にあり,「消費税率の引き上げ時期と,引き上げ幅,軽減税率の適用範囲など」が国民の関心事となっている。筆者は,以前から大型間接税の導入によって何が起きているのかを考察すべきだと考えていたところである。そこで,消費税法の内容と法制度としての諸問題を,実質的な負担者である国民の立場に立って,法律の視点から分析する必要があると考えた訳である。本研究の全体を通して,「消費税法」は,一般の国民がイメージしているような簡素な法律ではないことを明らかにする。また,消費者である国民の負担する「消費税相当額」というものは,法律上の解釈では消費税ではなく物品や役務の「対価の一部」であり,消費税法における消費者には納税者としての何の権利もないという本質的な問題を提起する。国民は各人の意思とは無関係に租税法律関係から法形式的にも排除されて,多額の租税負担を余儀なくされているという法理論上の重大な欠陥について論述する。1.はじめに 1.1研究主題の設定 1.2問題意識 2.‌学問上の消費課税の類型と付加価値税の位置付け 3.日本の消費税の系譜 4.消費税法の基本的な仕組み 5.消費税法の考察 5.1課税対象 5.2課税標準 5.3課税時期 5.4課税期間 5.5消費税率 5.6納税義務者 5.7税の累積排除方式 5.8税の最終負担者 5.9免税制度(輸出免税制度) 5.10免税事業者 5.11簡易課税制度 5.12非課税規定 5.13不課税取引 5.14総額表示方式 5.15帳簿方式 5.16地方消費税 6.おわりに

This study employed electropalatography (EPG) to explore place and manner of articulation differences in Japanese consonants. Linguopalatal contact data were collected from 5 native speakers using custom-made artificial palates. The materials included words with 10 word-initial consonants and a word-final moraic nasal. Quantitative analyses of the data revealed some consistent differences among consonants in constriction location and constriction degree, even within the same-place classes. Certain differences among dorsal consonants, as well as among consonants with no active lingual constriction were also observed. The results for Japanese coronal consonants were further compared to previous quantitative findings for English and Spanish with the goal to establish common manner-specific patterns of linguopalatal contact across languages.

本論文では,撲本経済が直面する雇用問題を分析できる理論的フレームワークについて展望する.分析フレームワークに対する要求として,以下の5点に注目する.まず労働市場に対する政策として,(1)雇用保険,(2)解雇規制と退職手当及び日本に固有の事情である(3)新卒採用制度を考慮する.加えて,(4)事業所が作り出す雇用創出・喪失を明示的に扱うことと,(5)家計貯蓄の役割についても分析する必要がある事について言及する.

The analytical method for N-ethyl-3, 4-methylenedioxyamphetamine (EMDA), one of the hallucinogenic phenethylamine derivatives newly controlled in Japan, was investigated in several aspects of forensic chemical analysis. The standard EMDA was synthesized from piperonylmethylketone. We analyzed EMDA, its related compounds (3, 4-methylenedioxymethamphetamine (MDMA), 3, 4-methylenedioxyamphetamine (MDA) and ethylamphetamine (EA)) and a seized sample containing EMDA, methamphetamine and caffeine using color test, thin-layer chromatography (TLC), infrared spectrometry (IR), gas chromatography (GC) and gas chromatographymass spectrometry (GC-MS). Under the analytical conditions described here, we succeeded in complete separation and identification of these drugs. It may also be possible to apply our method for the intake of drug abuse such as EMDA.

Comprehensive analytical procedures for the unequivocal determination of a newly encountered drug “N-hydroxy-3,4-methylenedioxymethamphetamine (N-OH-MDMA)”, which is expected to be chemically unstable and thermally decomposed to MDMA during the analyses, have been investigated by using various qualitative analyses including color tests, thin layer chromatography (TLC), infrared spectroscopy (IR), gas chromatography/mass spectrometry (GC/MS), liquid chromatography/mass spectrometry (LC/MS), liquid chromatography/tandem mass spectrometry (LC/MS/MS) and capillary electrophoresis/mass spectrometry (CE/MS). Stability of N-OH-MDMA in aqueous solutions with several pH values and its recovery throughout the liquid-liquid extraction with ethyl acetate (EA) were also examined. Both the color tests and TLC suggested that Simon's reagent and Rf values were helpful for discrimination of N-OH-MDMA and MDMA. The IR spectra of both N-OH-MDMA hydrochloride and MDMA hydrochloride showed a sufficient difference, and the IR spectrum of N-OH-MDMA oxalate, could be identified by some of its specific peaks. GC/MS has demonstrated that both free base and its trifluoroacetyl derivative were easily decomposed to MDMA and other related products in the GC injection port, though trimethylsilyl derivatization prevented its pyrolytic disproportionation to MDMA. On the other hand, LC/MS, LC/MS/MS and CE/MS procedures were found to be reliable techniques for determination of N-OH-MDMA without its thermal and chemical decomposition. Based on the stability studies, N-OH-MDMA proved stable in acid solution, while it was expected to be transformed to isoquinoline-type compounds in neutral solution and readily decomposed to its relevant oxime in alkaline solution. Since no difference of the extraction efficiencies with EA was observed under the neutral and alkaline conditions, the extraction should be done under neutral condition to minimize its decomposition.

島根県仁多郡横田村(現奥出雲町)出身の岡崎喜一郎は、小笠原諸島の姉島という無人島に渡航して、小笠原姉島家庭塾という名称の感化教育施設を設立し、1937(昭和12)年1月より1939(昭和14)年8月まで、非行少年の更生のため生活を共にしながら教護したが、事情で施設の閉鎖を余儀なくされ、戦後間もなく郷里で死去した。2年8ヶ月という期間であったが、感化教育という困難に満ちた事業に献身した岡崎の大凡の活動を、彼の3男である岡崎洋三の書簡を通して推考する。

高齢者の生活時間におけるテレビ視聴の割合は余暇活動の大半を占め,長時間の視聴が健康に与える悪影響もわかっている.しかし,視聴時間帯と健康との関連についての検討はなされていない.本研究では,383名の在宅高齢者に対して基本チェックリストとテレビ視聴アンケートを実施し,フレイルの有無による2群と視聴時間および視聴時間帯との関連をみた.結果は,両者に視聴時間の差はみられなかった.しかし,総合基準と,運動分野およびうつ分野のフレイルの者は,健常者に比べて16:00〜18:00の視聴が多かった.
