In Mabo v. Queensland of 3 June 1992,the High Court of Australia handed down a decision of great import to the future of Aboriginal land rights in Australia. In a six to one majority, the Court held that the Meriam people of the Murray Islands retained a native title to their land which was not extinguished by the annexation of the Islands to the colony of Queensland in 1879,nor by subsequent legislation. In reaching this decision the High Court rejected the concept of terra nullius (land belonging to no one) that has been long-established and accepted in cases before the Mabo decision. It is my opinion that Mabo decision has significant relevance to the issue of the land rights of the Ainu people in Japan. So, in this article I summarize the Mabo decision and make comments concerning especially the doctrine of terra nullius, the extinguishment of native title and the need for compensation based on wrongful extinguishment of the title in the decision.

Modern art, being not understandable for normal eyes, compels us to change the definition of "fine art." Now "art work" is "anything which is requested to be seen as an art work" rather than "the result of poiesis." We may say that fine art is the production of some aesthetic meaning on some object mediated by man's intentional action. There are some ways of mediation : making or replacing an object, claiming to see an object beautiful, etc. An aesthetic meaning can't be recognized without the peculiar "eye" for it. If an artist discovers a new type of aesthetic meaning, it always requires a new type of eyes to see it. Modern art has constantly stepped outside of the established aesthetic meaning system and developed new ones. Some artists are mainly interested in the liberation from their own intersubjective institutions by means of a sort of Verfremdungseffekt, which leads them to treat all sorts of established meaning system, not confined within aesthetic. Others are incessantly developing new style of aesthetic meaning which are difficult to understand with established eyes. They don't want spectators to fully understand their works, but to try to create ad hoc eyes and meanings for them. Because they know well that an aesthetic quality will lose its power when it becomes understandable.

The purpose of this paper is to discuss about the issue of sign system in the nuclear power plant in Japan. According to our research, Takahama plant and Fukushima the first and the second plants have different sign systems each other. Especially each sign for emergency was designed by different concept. We emphasize that such sign for emergency should be concerned with the view of labors in order to save their lives. In this paper, ethnomethodological approach is recommended for such design practice to avoid risk.

In the works of Pushkin after 1829, metaphors of beasts and animals, including call names and scornful names, increased remarkably. Especially, it is noteworthy that some metaphors of betlsts were linked to images of riots and epidemics. Among characters with the images of beasts Evgeny in "The Bronze Horseman," who placed a curse on the emperor's statue, and Pugachev in "The Captain's Daughter," who was a leader of farmers' revolt, were written as rebels against their nations. As we can see from his works and letters after 1829, Pushkin associated images of revolts, riots, rebels and epidemics with the images of beasts. This association of images was established by the influence of a dispute between the mountain natives and the Russian government while Pushkin was traveling in the Caucasus Mountains, and cholera and riots in the beginning of the 1830's. Pushkin gave three common characteristics to both Evgeny and Pugachev : 1) the metaphor of beasts, 2) entry together with a natural force such as a flood or a storm, 3) close linkage with black color, and a desire to indicate that they are extraordinary revolts exceeding social norms. Further, the writer integrated the symbol-allegory plan into "The Captain's Daughter," and gave Pugachev the image of a lion. The epigraph in chapter 11 of "The Captain's Daughter " created by the writer himself, functions as the theme that "Pugachev is a lion." In "The Bronze Horseman," he identifies Evgeny with a lion statue, which means Sweden opposed to Peter the Great, and gives an image of him as being against the Russian emperor. The lion image has both the image of a rebel, and of an opponent of the Russian emperor. This report first clarifies three common characteristics to both Pugachev and Evgeny. Next, the report examines the symbol-allegory plan and I want to show that the lion, a symbol of rebellion against the Russian emperor, was also applied to Pugachev, as well as Evgeny.

本論文では,ディジタルカメラで撮影して得られた文書画像をもとに,データベースから対応する文書画像を見つける文書画像検索の手法を提案する.従来のスキャナを利用した文書画像検索と異なり,ディジタルカメラを利用する場合には射影ひずみなどのディジタルカメラ特有の問題に対処する必要がある.また,大規模データベースでの利用を可能にするため,検索の効率性も重要である.これらの問題に対処するため,本論文では特徴点の局所的配置を特徴量とし,ハッシュ表を用いた投票によって検索する手法を提案する.本手法では,射影ひずみを実用的な範囲に制限し,特徴点の組合せを局所領域に限定することで,計算量の削減を実現する.また,高精度な検索を実現するため,射影変換の不変量である複比で特徴点の配置を表現し,特徴量としている.実験により,10,000ページのデータベースから精度98%,平均処理時間約160ms(特徴点抽出の画像処理に要する約1sを除く)で検索できることが示された.

An outline of Workshop "Obakation" is that children ask university students to make characters from their ideas of obakes (japanese monsters) and university students make obake stickers from the characters to enable children to exchange, then, children construct stories in exchanging the obake stickers, and they create picture books having the stories. The purpose of "Obaketion" is to make children to write creative picture books by combining properly with the following four keywords for creative, "Nature", "Monster", "Exchange of Stickers", "Picture Books". This presentation show our purpose has been achieved through the picture books as their works and some results of questionnaire survey.

This is 29th Olympic Games since the 1st Olympic Game was held in Athens in 1896.China, the host country and total 11 teams, Japan, North Korea, Nigeria, U.S.A., Canada,Argentina, Brazil, New Zealand, German, Norway, and Sweden that got through a qualifyingleague in each continental took a spot for this Olympic Games. These 12 teams were dividedinto 3 groups, 4 teams for each, and played for a qualifying league. Total 8 teams, top 2 teamsin each league and top 2 teams in 3rd team of each league went to the final round.Japan women's national team"Nadeshiko Japan"won the fourth prize in BeijingOlympic, which was a remarkable progress in the history of Japan women's soccer. This bigstep exceedingly contributed to women's soccer in Japan being popular.This paper focused on 4 factors,"Analysis","Goal setting","Preparation", and"Preparedness", to explore why"Nadeshiko Japan"took 4th place in Beijing Olympic.

欧米と日本でのEvidence-Based Medicine(EBM)とEvidence-Based Librarianship(EBL)/Evidence-Based Library and Information Practice(EBLIP)における,医学図書館員を中心とした図書館員の活動を対比しながら概観した。欧米では,EBMにおける医療従事者の支援活動が臨床の場にまで拡大され,EBL/EBLIPにおいても調査研究を中心とした幅広い活動が積極的に行われていることがわかった。日本でもEBL/EBLIPの適用を通じて図書館の活性化が可能か,その課題と展望についても考察した。前編では,EBMにおける医学図書館員のEvidence-Based Practice (EBP) 支援活動について述べる。<br>

ドイツ連邦議会は、「原発は予測不能な損害を生ずる決定的なリスクがあるため、誰でもがその責任を負うことができない」として、原子力発電への利用を終了させることを決めた。一方、日本は地震国で海溝型巨大地震は周期的に起こると高い確率で予測しているにもかかわらず、その震源の真上に浜岡原発を稼働させている。この両国の違いは何であろうか。日本は、国民に対する最悪のリスクを回避しようとしていない。これは、政府、電力会社、マスコミなどの組織的な国民に対する欺きである。国家が壊滅状態となることを無視し、国民への議論を退け思考の空白をつくっている。かつて日本軍が戦争を起こした組織的な倫理観の欠如のようなものであると思える。ドイツ人に比べ日本人には組織になると倫理観の欠如という不幸な体質があると考える。
