兵庫県では,2002 年に県域の基幹的な情報通信基盤として兵庫情報ハイウェイを整備し,行政や教育,研究など多様なネットワークの構築や民間への無償開放による高速インターネットサービスの普及促進など,総合的な活用を推進している.2007 年における再構築の結果,通信容量の大幅増加と経費削減を実現したが,今後も通信機器や通信技術の進展に併せてシステム全体を随時見直し,2011 年以降は,兵庫県でサービス開始予定の次世代スーパーコンピュータや X 線自由電子レーザー施設等の事業計画とも連携して再構築を行い,県域の情報通信基盤としての役割を果たして行きたい.Hyogo Prefectural Government has constructed the Hyogo Information Highway as the basic information infrastructure of the prefecture in 2001 and the prefecture has been promoting utilization of the system by providing diverse networks for administration, education and research, and by popularizing high-speed Internet services by means of charge-free opening to the private sector. In addition, the Highway has been interconnected to two adjacent prefectures from 2003 for the information exchange in education and disaster prevention fields as the initial undertaking. In the future, the prefecture will establish the enhanced use of the system with the Information Highway. And all networks of the prefecture such as the governments or the universities or the next-generation super computer institutions will be organically connected.

Recognizing the relationship of the Latin roots civitas and urbs for the English word city, this paper observes the successive development of the city since the Industrial Revolution. During the Industrial Revolution in Britain, the intense concentration of people in rapidly growing industrial cities created an inferior habitat. Although many altternative models for cities based on socialist utopian ideas have been proposed, Marxists refused to accept the concrete city image. It is pointless to propose city reform without social reconstruction through socialism. Modern city planning in solidality with politics has therefore not taken place in favor of technical methods aimed at ameliorating the habitat. In the process of modernizing Japan by accepting Western ideas in all fields, city planning techniques have not had the opportunity to draw upon a more integrated planning approach. It is important to realize the current Town Planning and Zoning Act does not include the depiction of an integrated idea for the city.

1 0 0 0 物理測色と肌印象視感評価から分かる肌の色特有の見え

25名の女性の頬を測色し,分光反射率曲線と物理測色値を得た.また,510-600nmの凹み面積をヘモグロビン(Hb)影響度として算出した.同時に,「色白さ」や「色み(赤み−黄み)」,「透明感」といった肌の印象を視感評価した.Hb影響度を含む測色値と視感評価の結果を比較した結果,肌の色特有の色の見えを確認した.明度が高い肌(L*>68)は,色相値やHb影響度に依らず「色み(赤み−黄み)」評価が中庸となり「色白」と評価された.明度が低い肌(L*<63)はHb影響度が高い場合が多く,色相は赤み寄りであったにも関わらず「色黒」で「黄み」と評価された.中明度の肌(63≦L*≦68)では,Hb影響度が高く赤み寄りの場合は「赤み」で「色白」に,Hb影響度が低く黄み寄りの場合は「黄み」で「色黒」と評価されやすかった.このように,「色白さ」は明度や白さだけでなく色相にも依存する一方,「色み(赤み−黄み)」の判断も色相だけでなく明度や白さに依存するという結果が示された.この結果から,肌の色を高明度・中明度でHb影響度が高い・中明度でHb影響度が低い・低明度の4タイプに分け,分光反射率曲線と肌印象視感評価プロフィールからその特徴をまとめた.

本研究の目的は、平成11-15年(1999-2003)の5年間にわたる学習院大学入学試験(英語)の内容読解問題の問題文のレベルを検討することであり、その際に比較される対象は、マークシート問題と英文和訳問題の難易度である。本学では、英文読解が高校教育課程の根幹であるとの前提のもと、他の出題形式は年度により変更があるのに対し、2題の内容読解問題は毎年必ず出題されている。このことは、内容読解問題の得点が総得点の半分以上を占めるという事実と合わせて見た場合、本学の入学試験において、英文の「読解」がいかに重視されているかを裏付けるものである。故に、内容読解問題の作成において、受験者の水準に適切な英文を用意することには、細心の注意を払う必要がある。本研究における調査項目は以下の通りである。 (i)平成11-15年の内容読解問題の問題文の難易度レベルはどうであるか。 (li)その難易度レベルは、マークシート項目の難易度レベルと比較してどうであるか。 (血)その難易度レベルは、英文和訳問題の難易度レベルと比較してどうであるか。さらに、論文の末尾に、今後の内容読解問題用英文の難易度レベルと設問項目についての私見を付す。
