今日のわが国における社会福祉制度の動向を鑑みると、各福祉分野で地域支援が重要視されていると考えられる。しかしながら、これまで地域支援の方法論とされてきたコミュニティワークは、概念や展開プロセス、用いる技術等が必ずしも明確化されていないという課題がある。 本稿は、これまでのコミュニティワークに関する研究から、特に定義及び範囲に着目して整理を行い、それらを踏まえた上で、理論の再構築に向けた試論を提示するものである。先行研究の検討から、「ニーズ・資源調整」、「インター・グループ・ワーク」、「統合」、「組織化」、「計画・政策」、「ソーシャル・アクション」、「アドミニストレーション」、「個別課題を踏まえた地域支援」、「主体形成とプログラム開発とその循環」がコミュニティワーク理論のキー概念として明らかになり、これらを基にコミュニティワークの体系図の提示を行った。

There have been for some time various views concerning on what date the Confucian thinker Dong Zhongshu submitted his answer papers.No matter how trivial the question may seem at face value, it is, however, related to the very important issue of whether or not the ideas of Dong Zhongshu genuinely influenced the link that was established between the Han imperial court and Confucian thought, known as “establishment of Confucianism as state religion,” and if so, how.Concerning the Hanshu’s 漢書 account of the three examination questions (zhice 制策) posed by Emperor Wu and the three outstanding answers (duice 對策) to them submitted by Dong Zhongshu, there is the opinion that they were actually posed and submitted in the order described by the chronicle.However, this way of thinking poses a problem in that the context and content of the second Q & A exchange is closely connected to exactly what year Dong Zhongshu submitted his answer.From an investigation of the content of the examination, the author concludes that a 2nd-1st-3rd series of questions and answers is much more likely to have been the actual sequence of the examination.Unconvinced by the various explanations that have been offered so far as to the date of the examination, the author proceeds to reexamine the problem, concluding that the examinations were submitted three successive times in the period between the6th month of the 6th year of the Jianyuan 建元 Era and the 10th month of the next year.Furthermore, although it is generally believed that the post to which Dong Zhongshu was appointed after his examination was as an administrator (xiang 相) in Jiangdu 江都, the author shows that in fact he was granted the bureaucratic rank of zhongdafu 中大夫.The author is also of the opinion that the local civil service examination subject of xiaolian 孝廉, regarding filial piety, very likely “originated from Dong Zhonshu.The decisive moment in establishing the link between the Han imperial court and Confucian thought was the acceptance and implementation by Emperor Wu of institutions intellectually based on Dong Zongshu’s ideas about state ideology.Therefore, the raison d’être of the monarch as to governing based on moral guidance in accordance with the will of heaven was enthusiastically adopted; and imperial rule soon assumed, in the guise of 10th Han Emperor Yuan, leadership based solely on Confucian ideas.

近年, 人文科学および社会科学の諸領域において文化の政治性や歴史性に対する関心が急速に高まった結果として, 博物館についても展示を巨大な言説の空間に見立てた上でテクストとしての展示, もしくは表象としての展示に埋めこまれたイデオロギー的な意味を解読した成果が数多く見られる。だが, 展示をとりあげることによって表象の政治学を展開する試みは, 理論的にも実践的にも限界を内在しているように思われる。そこで決定的に欠落している要素は, 来館者が構築する意味に対する視座であろう。展示がどう読めるものであったとしても, 来館者が展示された物をどう解釈しているのかという問題は, 必ずしも十分に検討されていないといわざるを得ないのである。本稿は以上の視座に依拠しながら, 博物館において現実に生起している出来事, つまり来館者のパフォーマンスを視野に収めることによって, 博物館における物を介したコミュニケーションの構造について検討するものであり, 同時に展示のエスノグラフィーのための諸前提を提出しておきたい。実際は欧米で急成長しているミュージアム・スタディーズの成果を批判的に継承しつつも, 私が国立歴史民俗博物館に勤務している間に知ることができた内外の若干のデータを演劇のメタファーによって理解するという方法を採用する。じじつ博物館は演劇における屈折したコミュニケーションにきわめて近似した構造を持っており, そもそも物を介したインターラクティヴ・ミスコミュニケーションに根ざした物質文化の劇場として存在しているということができる。こうした事態を理解することは民族学・文化人類学における博物館の場所を再考するためにも有益であると思われる。

東日本大震災後に誕生し、直接の被災体験のない、激甚被災地在住の子どもとその母親223組を対象として、子どもの認知発達や情緒・行動上の問題、母親のメンタルヘルスや被災体験などについて調査を継続した。研究調査3年目となる今年度の第2回追跡調査への参加は179組であった(補足率80.3%)。ベースライン調査の結果において、発達の遅れが認められた子どもたちやメンタルヘルスの問題に苦悩する母親ら、ハイリスク家庭に対して、保育所や地域の専門機関等との連携によって支援を実施し、第1回追跡調査結果においては、子どものIQの平均値の改善が認められ、情緒と行動上の問題(臨床域)を呈する子どもの割合も減じた。3年目は子どもたちが小学校に入学し、保育所をベースとした集団が拡散したことから、調査への参加のはたらきかけや会場の集約など、現地調査実施上の課題が多くなったことが、捕捉率の低下につながったと考えられる。母子ともに改善傾向にある家庭が確実に存在する一方で、母親へのインタビューにおいて、本調査に参加している児の兄弟・姉妹について相談されることも少なくなく、被災地で子どもを養育すること自体が不安など心理的負荷のかかるものであり、その影響を受けて苦悩する家庭との二極化が懸念される。現在、3年目調査結果を解析中であるが、2年目の結果からも母親のメンタルヘルス、特にMINIの結果は大きくは改善しておらず、存続していくことが予想されるため、相談支援を継続するとともにその介入効果についても検証を進める。これらの結果を受けて、大災害から数年後を見越した「子どものこころのケア」や「発達支援」の計画においては、震災後に誕生した乳児とその家庭をも支援対象として含めておくことの重要性について提言していく。

This paper discusses an algorithm to make quadruped machine walk dynamically and omnidirectionally following a real-time command. To produce a smooth body motion in a high speed walk, we introduce a new gait named “Intermittent trot gait, ” in which four-leg-supporting phase and two-diagonal-leg-supporting phase appear in orders. In this gait, pitching and rolling motion of the body is able to be suppressed to smaller level than that of the other gaits such as pace, bounce, and expanded trot gait, which is an intermediate gait of the crawl and the trot. Because, dynamic effects of the swinging legs are almost canceled each other. To realize the “Intermittent trot gait, ” new algorithms to decide a landing point and to plan a motion of the body are discussed. A landing point is decided by considering an operator command and also a conversion to the standard leg formation. On the other hand, a motion of the body is planned to produce a dynamic stability, and to follow a speed and direction command. By using these algorithms, a mechanical vehicle TITAN VI could walk omnidirectionally, smoothly following a real-time operator command.

Recent studies find that political talk influences political participation. However, as of yet, there has been no clear demonstration of how political talk translates into increased political participation. This study proposes a bridging effect, which reduces the perceived psychological distance between citizens and politics. In order to test this explanation, we collected panel data on an online national volunteer sample in November 2012 and January 2013. Findings suggest that the direct relationship between political talk and participation in governmental politics may be mediated through perceived psychological distance to politics. These findings support the bridging effect explanation.
