本研究は選挙制度と二院制度が日本の首相の指導力にどのような影響を及ぼすのか明らかにすることを目的としている。本研究は、1994年に政治改革が行われた結果、中選挙区制度から小選挙区・比例代表制に改められた結果、首相の派閥政治家、族議員、官僚に対する指導力は全般的に高まったことを明らかにした。さらに二院制度については、戦後日本政治過程を通じて、参議院は内閣と衆議院が一体となっておこなう立法作業を抑制し、この結果、首相の指導力も制約してきたことも明らかにした。

米主産地の現地調査及び流通業者からの情報提供により、新食糧法下の米流通の規制緩和は、従来の自由米市場ですでに発生していた産地間競争に加えて、卸・小売等の業者間競争を本格的かつ全国的に展開させていることが分かった。具体的には、以下の点である。1.新潟県や北陸3県、島根県などコシヒカリ品種に代表される良食味米の主産地や、大都市近郊産地の千葉・兵庫・滋賀県などでは、生産者及び農協レベルで計画外流通の販売対応が拡大しつつある。そこでは、生産者グループ・法人組織や農協において、栽培協定や品質管理、販売促進の強化など多様な産地マーケティングが展開している。2.スーパーや米卸業者、米小売専門店等の中には、上述の主産地と直接的な取引関係を結ぶ業者も多数登場している。その結果、産地ブランドの地域的細分化が進み、産地間及び流通業者間で競争が激しくなっている。特に、過剰下の買い手市場の中で、大手スーパーの産地掌握が強まっており、農協の米マーケティングの展開に大きな影響を与えている。3.北海道や東北、熊本・佐賀県などの非良食味米産地では、米需給関係の過剰基調のもとで、生産者及び農協の当初の自主販売の動きは止まり、計画流通による連合会での統一販売対応に回帰しつつある。そこでは、米流通再編の担い手である大手スーパー等に対して、経済連・全農の組織再編による系統米販売体制の強化が模索されている。4.米国や中国の海外ジャポニカ米主産地に関しては、産地レベルでの技術開発では食味よりも収量志向が強く、国産米と競合する現地のブランド米(良食味米)は量的には極めて少ない。そのため、品質面で日本との競争力は現在時点では小さいと言えそうだ。2年間の実態調査により,現下の米産業の競争構造に関して以上の点が明らかになった。

This research is concerned with causal understanding and qualitative reasoning of behavior of physical systems, which are crucial issues of model-based problem solving. In this paper, we describe a domain ontology of fluid systems and an ontology of time for generating causal ordering in terms of components. Our ontology design has been done according to the following three criteria : cognitive causal explanations in terms of components, reusability of components and disambiguation of reasoning results. We discuss in-depth requirements for domain ontologies and propose a causal specification scheme to represent component's local causal properties and an ontology of time to enable intuitive causal ordering of complex behavior originated in the combination of components. We identify causality of fluid systems following the requirements and describe reusable models of crucial components of plants and general properties of fluid and heat for deriving global knowledge. A method of qualitative reasoning and causal ordering is discussed together with its capability and mechanism. The ontologies have been successfully applied to nuclear power plant modeling and its qualitative simulation. Reasoning results matched those obtained by domain experts.

This is the second half of the 2-part oral history focusing on the experiences of Togawa Yoshio as a student member of the JCP during its military interlude in Korean War period Japan. Although the effect of the Korean War as an economic boon has been well-emphasized, narratives of postwar Japanese history tend to treat activities by the JCP during this period as a minor footnote to the period. This is not surprising. Even specialized histories of those who conducted these activities - the JCP, zainichi Koreans, and the student movement - pass over this period as an unfortunate mistake. By introducing the experiences of Togawa Yoshio, this oral history seeks to contribute to the process of giving voice to this long-silenced history. An appendix to part 2 reproduces a short heretofore unpublished memoir written by Togawa Yoshio on the period leading up to his employment.

A virtual reality education and training system was developed for radiation workers. The function of the system is designed as a scenario which is programmed with a proprietary script language capable of defining motion of objects created by three-dimensional (3D) modeling software, user interaction, sounds and text strings displayed in the scene. Combining these functions enables the system to provide lectures and to judge the user's action. The system consists of the 3D model of the radiation facilities and three modes of scenarios (guidance, training and end-of-course examination) including the procedure to enter and exit, experiment, measurement, radioactive waste classification and accidents. By combining these modes, the trainee of education and training is possible to learn safety handling and how to act in the case of fire or earthquake.
