本稿はボルソナロ政権下における大統領・議会関係の特徴を検討したものである。2018年総選挙におけるボルソナロの当選や下院選・上院選での社会自由党の躍進、労働者党・ブラジル社会民主党・ブラジル民主運動の議席の減少は既存の政党政治に対する不信の産物であった。そのため、ボルソナロは比例代表制・多党制・大統領制という組み合わせによって生み出される連立政権に特徴づけられる「連合大統領制」を否定して議員連盟との協力による閣僚任命を行ったが、政党連合を基盤としない大統領・議会関係は不安定であり、議会が政権運営の障害となるケースも出てきている。2019年4月頃から政権側による他党との歩み寄りの模索がみられるが、「連合大統領制」への回帰による大統領・議会関係の安定化と政権の一層の支持率の低下というジレンマの中でボルソナロ大統領がどのような選択をしていくのかを、今後注視していく必要がある。

As the inevitability of a "decisive battle on Japanese soil" drew nearer and nearer during what appeared to be the final stages of the Pacific War, a movement arose demanding the declaration of a national emergency as provided for under Article 31 of the Meiji Constitution. Despite the attention that this movement has drawn as of late, there has been yet no attempt to clarify the views on the subject held by the movement's leader and constitutional scholar, Ogushi Toyoo. This article discusses Ogushi's ideas based on his personal archives. Given his interpretation that the emperor possessed unfettered sovereignty (Herrschergewalt) with regard to rights laid out in Article 31, Ogushi deserves to be placed within the Hozumi/Uesugi Legal School on the subject of imperial sovereignty. He was of the opinion that through the imposition of Article 31 a national defense state system would be established with the unification of civil affairs and a supreme military command. In opposition to Ogushi's argument, Odaka Tomoo espoused the idea of Staatsnotrecht (emergency legislation) based on the interpretation of Carl Schmitt and expressed fears about a suspension of the Constitution. Ogushi deemed Odaka's argument unacceptable, for if the powers provided by Article 31 meant Staatsnotrecht, revolutionary forces would be enabled to usurp those powers to deny the sovereignty of the emperor. Meanwhile, the National Science Research Council led by Ogushi drafted a legislative bill to allow the government to implement a state of national emergency, over which the Legislative Affairs Bureau raised problems about 1) the relationship between civil affairs and supreme military command and 2) the relationship of a state of emergency declaration to Article 9 of the Constitution. That is to say, if emergency powers could be exercised to suspend Articles 9 and 55, a state of emergency could not be implemented. In response, Ogushi explained that if emergency powers were exercised by avoiding Staatsnotrecht, no constitutional provision would be suspended, except for the articles of Section 2 concerned with the rights and obligations of imperial subjects. For this reason, the tasks of both solving the legal problems of the draft bill and implementing the actual state of emergency both fell into difficulty. It is on this point that the author shows how Ogushi's application of the Hozumi/Uesugi interpretation of imperial sovereignty to the issue of unlimited powers with regard to Article 31 paradoxically placed limitations on that same interpretation in assisting the nation as it prepared for a fullblown wartime system stressing strong leadership and national mobilization in defense of the homeland.

本稿では、アルコール依存症からの回復過程をスピリチュアリティという視点から考察した。アルコール依存症からの回復において重要な役割を果たし続けてきたAA (Alcoholics Anonymous) という自助グループでは、「自分を超えた大きな力(ハイヤーパワー)」、「自分なりに理解した神」といった概念が度々登場する。だが日本においてAA の霊性(Spirituality) に着目して依存症からの回復を検討した研究はほとんど行われていない。そこでAA における神、霊性(Spirituality) とは何を表現しているのか、さらに当事者2名の語りから、ハイヤーパワーが回復にどのように影響を与えているのかを検討した。

In this paper, we propose the method for the measurement of required power and the adjustment of optimum gear ratio in take-off ground running. To get the values of required power and speed, we measured torque of the left side and the right side of pedals, RPM of pedals, and speed of the cockpit frame. In order to improve the take-off speed, some drums were applied, and the optimum gear ratio of the front drum to the rear drum was determined.

ダウンサイジングターボ等の内燃機関の大幅な燃費向上は、エンジン加振力増大を招くため、車体への加振力を遮断する新たなマウントシステム構築が必要である。要求機能が相反した複雑なシステムを単純化して成立させる公理的設計を活用して、アクティブトルクロッドシステムを創案し、燃費向上と静粛性を両立させた。

ディラック型微分作用素に関する準可換微分作用素の構造を明らかにした。特に、ソリトン理論の原点とも言えるミウラ変換が、定常KdV 階層の全てで成立することを明らかにし, 極めて興味深い恒等式が発見された。他方、KdV 階層とは異なったタイプの力学系として保存系でないSIR モデルを研究した。さらに跡公式を応用して定常KdV 階層の全ての第一積分を系統的に構成するスキームを構成した。第一積分を用いて定常KdV 階層の線形化作用素に対する固有値問題の方程式をリーマン球上の確定特異点型微分方程式に変換して、それを用いて定常KdV 階層の解の解析的性質を調べる方法を開発した。

絵と文章が一体となって成り立つ「絵本」であるが、教科書教材として用いられる場合、いくつかの絵が省略さえるため、内容の理解を妨げることになるという指摘がある。しかし絵が省略されることは、絵から理解していた内容を、言葉・文章を手がかりにして考え理解することが求められることになるが、このことを国語科の授業で生かすことが重要である。つまり、絵が省略された分、余計に言葉や文に着目して読み進めることが必要となるが、いくつかの効果が期待できる。作家の仕掛けの最小単位のものが「言葉(単語)」であるから、「言葉(単語)」に着目することが、言葉と文、段落等の関係性までも読み取ることになり、作品全体の構造的・論理的な理解につながる。また言葉の意味を適用する必要が生まれ、言葉の力を引き出すことにもなる。つまり、絵本は、論理的思考力や言語能力の発達のために有効な「教材」となることが期待できるのである。言葉に親しむ絵本から言葉を学ぶ絵本へ。それが絵本を国語教材として扱う意味である。

More than half a century ago, Noam Chomsky advanced the nativist hypothesis that our syntactic competence is innate. His hypothesis has received a number of objections from the philosophers and psychologists oriented to empiricism. The debate is still ongoing. This paper aims to elucidate the structure of this debate between nativism and empiricism. First, we delineate the meaning of “innateness” relevant in this debate. Then we articulate four arguments for nativism and the objections from empiricists against each of them. The four arguments are Poverty of Stimulus Argument, the argument from linguistic universals, the argument from convergence, and the argument from critical period effects.

筆者は近年は主に大正期に取付・破綻した銀行・企業群とその実権者のリスク選好の分析を進めつつあるが,今回はこれまであまり紹介されてこなかった佐賀貯蓄銀行が対象である.本稿は明治29年「佐賀財閥」の共同経営の庶民貯蓄機関として設立され,「葉隠武士」で名高い旧佐賀藩主・鍋島家元重臣の旧士族人脈で構成された佐賀貯蓄銀行のビジネス・モデルの変容を取り上げる.当初の「所謂士魂商才と云った様な型」の堅実なビジネス・モデルが,大正初期から次第に破綻に繋がるようなハイリスク・モデルに変容する契機を,主に田中猪作というハイリスク選好者としての「虚業家」との抜き難い因縁によって仮説的に説明しようという試論である.田中は政治家を志し,代議士に立候補する一方で,数多くの新設企業の創業に関わる職業的発起人であり,同行とは別に中央生命保険(別稿を予定)を自己の機関金融機関として収奪しようと乗取りを敢行した「山師」的人物と評されている.旧士族としての教養もあり,「佐賀財閥」の名流に連なる銀行幹部連が揃ってアウトサイダーに取り込まれ,虚偽の預金証書多数を乱発し同行を破綻に陥れる犯罪行為に何故に走ったのかが筆者の主たる関心事である.同時期の地方銀行の不祥事件として大相場師・石井定七に巨額の架空預金証書を提供した高知商業銀行が著名であるが,石井は過去に何度も同行を救済した大株主で重役は石井の無理な要求にも従わざるを得ない因縁にあった.しかし田中は佐賀貯蓄大株主でもなく,とりたてて深い義理も感じられない.「予審決定理由書」など参照し得た資料の限界から十分に実証するには至らないが,銀行幹部が大戦景気・大正バブルの中で「虚業家」の言葉巧みな甘言に煽られ,投機的利益を獲得すべく,新設企業群(結果として泡沫企業)への創業金融という一種の投資銀行的なハイリスク・モデルに自ら転換し,株式担保金融の占率を異常に高めていったのではないかとの現段階での仮説を紹介する.

野川流地歌三味線についての研究。大阪を中心に伝承されている地歌・野川流でかつて使用された三味線の特徴を明らかにした。この研究は①文献に見る野川流地歌三味線の特徴を整理②古楽器の現物調査の実施③昭和初めまでに録音された当時の音源の収集と分析④古楽器の復原を通じてその独特な音色が水張りという皮張りによるものであることを突き止め⑤復原演奏を行ったものである。まとめとして復原楽器の倍音特性を調べることで現在の地歌三味線との違いを科学的に証明し、水張りが廃れた理由、改良の経緯が義太夫三味線との関連にあることを指摘し、野川流地歌三味線に見られる外観的な特徴は義太夫三味線の影響をうけた事を結論付けた。

News of bullying-related suicides being reported almost on a daily basis and it is a major problem in the field of education. Different bullying prevention programs have been developed and conducted in educational settings for preventing bullying. Programs including Olweus Bullying Prevention Program (OBPP; Olweus, 2007) and KiVa program, among others have been used internationally and have reported good results. These programs are currently being comprehensively utilized. On the other hand, development and conduct of bullying prevention programs in Japan are often left to individual schools, and nationwide systematic programs have not been developed to date. Moreover, in many cases, effects of bullying prevention programs have not been empirically verified. This study analyzed Japanese bullying prevention programs used in educational settings, from the following perspectives: (1) statistical verification of program efficacy, and (2) confirmation of consistency with curriculum guidelines. “confirmation of consistency with curriculum guidelines” means that the practice contents of the practiced bullying prevention program accorded with an aim and the contents such as each subject shown in curriculum guidelines. First, we searched the Internet for the keywords “bullying,” and “programs” in the Japanese literature, and identified 33 articles, which were reviewed. Among the 33 papers, statistical verification of program efficacy was conducted in 15 studies, all of which indicated that the programs were effective. Moreover, 19 papers described subjects and fields in which the programs were practiced. Among the 19 papers, only four described the consistency between practice and contents of subjects and fields. Previous studies might be insufficient in both statistical verification of program efficacy and examining the consistency between programs and learning contents. Therefore, further studies on this topic are required. Future perspectives of Japanese bullying prevention programs are discussed based on these results from following perspective. (1) Developing a program of annual curriculums composed of small plural learning units having statistically established efficacy for bullying prevention. (2) Developing a program that is specifically placed in curriculum guidelines, especially in “moral education,” “integrated studies,” and “special activities,” lessons, which are often used in bullying prevention programs. It is expected that programs for bullying prevention for wide use in Japanese educational settings could be developed based on these perspectives.

<p> 世界有数の美術館である米国のボストン美術館は,東洋美術の殿堂とも称せられる.その東洋美術コレクションが,1904年から亡くなる1913年まで在籍(1910年からは中国・日本美術部長)した岡倉天心(名は覚三,1862―1913)によって整備され,充実の度を加えたことは有名である.</p><p> 岡倉は,卓越した学識を具えていたが,漢学者というわけではなかった.だが,早年からの友人で,当時上海に住んで「中国最後の文人」たる呉昌碩(1844―1927)と深く交わった長尾雨山(1864―1942)に教示を請うなどして,漢学の造詣を深めた.</p><p> 筆者は,2015年4月より1年間,ボストン大学客員研究員としてボストンに滞在し,ボストン美術館で岡倉及び長尾の中国関連事業に関する資料調査をする機会に恵まれた.そして,中国・日本美術部の図書室で,当時購入された関係漢籍類226件を調査し,「ボストン美術館中国・日本美術部図書室所蔵漢籍目録抄」を作成して,その中に,岡倉の歿後,遺族から寄贈された旧蔵漢籍39件が含まれていることを確認した.</p><p> 本稿では,これら岡倉天心旧蔵漢籍を中心とするボストン美術館所蔵漢籍を紹介し,その分析を行いたい.このことにより,ボストン美術館を東洋美術の殿堂たらしめた岡倉の漢学造詣の本質を明らかにできると思われる.</p>

A near-field optical spectroscopy technique has been developed that collects the nonlinear sum-frequency signal from the surface adsorbed monolayer sample. The sum-frequency signal generated at the surface was collected with a silver-coated multi-mode fiber probe. The metal coating of the fiber effectively eliminates the far-field stray light that enters the core fiber from the outer edge, passing through the clad region. As the tip was pulled away from the sample surface, the sum-frequency signal from the GaAs crystal sample decreased rapidly with increasing tip-sample distance, indicating that the signal is essentially due to the near-field generated by the sum-frequency process. By using the metal-coated multi-mode fiber probe, information about the vibrational structure of the adsorbed molecules at the surfaces is studied. [DOI: 10.1380/ejssnt.2013.76]
