ウォルター・リップマンが『世論』(1922)で安易な「世論」民主主義を批判し、政治の実践においては専門家の知性の活用を重視していたことはよく知られている。しかしながら、この専門家の知性の活用は統治者だけではなく、「世論」を生み出す「一般公衆」へも向けられていることについては、これまでほとんど注目されてこなかった。またさらに「世論」の偏向を是正する取り組みとして、今日で言うところの「メディア・リテラシー」への言及があることも考察の対象とされてこなかった。本稿はこれまで軽視されてきたリップマンの「市民教育」論、あるいは「メディア・リテラシー」論に光を当て、それが「世論」改善にどのような役割を果たすのかを明らかにした。

立体ピクロスは,任天堂が販売するゲームソフトウェア中のパズルである.立方体を積み重ねた直方体が与えられ,ヒントを基に不要な立方体を消して隠された立体を見つけることがパズルの目的である.草野らは,このパズルの解の存在判定が NP 完全であること,また,高さが 1 に限定されかつセグメント情報がヒントとして与えられない場合には多項式時間可解であることを示した.しかし,高さが自由であることとセグメント情報が与えられることのどちらが NP 完全性に寄与しているかは不明であった.本研究ではこの問題について考察し,その結果,高さが 2 以上でセグメント情報が与えられない場合,及び,高さが 1 でセグメント情報が与えられる場合,どちらも NP 完全であることがわかった.

In the whole history of English drama, there has never been an age so closely allied to the Elizabethan plays as the contemporary theatre. A number of ways may lead us to prove it, but I will choose only one way out of them ; I will look into the view of human condition revealed in the works of contemporary playwrights, and try to find out some elements in common with Elizabethans'. Among many promising dramatists of today, I am going to pick out three : John Osborne, the first runner of so-called 'New Drama' ; John Arden, the representative of the Brechtian school ; Harold Pinter, the champion of the Theatre of the Absurd. When Osborne's Look Back in Anger was first performed, K. Tynan observed of its hero : "Jimmy Porter is the completest young pup in our literature since Hamlet, Prince of Denmark". It seems to me of much importance that Hamlet was named in order to make Jimmy's position clear. The most fascinating enigma with Hamlet is the surprisingly conspicuous lack of connection between Hamlet the thinker and Hamlet the doer. And the most interesting problem with Jimmy is the divergence between his outward heroic gestures and shouts of anger and his inward neurotic consciousness of disgusting self. The same thing can be said with Martin in Luther and Bill in Inadmissible Evidence. Osborne's intention must be in presenting human beings as they are, not always consistent with their real selves, but always sincere in their meditation and action, like Hamlet the typical Elizabethan. Arden's attitude towards human condition is most distinctly shown in its objectivity. For example, Live Like Pigs apparently aims at making an attack on the Welfare State, but the Sawneys, the attackers, are not freed from the dramatist's critical eye, either. Serjeant Musgrave's Dance deals with pacifism, it is true, but its pacifism is too rigorously, almost too grotesquely expressed at its crisis to gain the complete sympathy of audience. And how to solve the questions he offers is left entirely in audience's hands. Such an objective eye bears a striking resemblance to, say, Jonson's. Pinter's case is more subtle and complicated. In him, there is a coherent symbol, 'the room'. In The Room, The Dumb Waiter, The Birthday Party, The Caretaker, 'the room' is the protagonist. Every character in 'the room' is Everyman, and consequently 'the room' becomes the world, the stage the macrocosm. Each character also stands for some consciousness within the human mind, and consequently 'the room' comes to be transformed into human mind itself, the stage into microcosm. And in this macro-microcosm, human drama can be at once tragedy and comedy. This is the world of Pinter, directly connected with that of the Elizabethans.

This study focuses on atmospheric circulation fields during the baiu in Japan with global warming under the RCP scenarios. We use projection experimental data conducted using a 20km-, 60km-mesh global atmospheric model (MRI-AGCM3.2). The baiu front indicated by the north-south gradient of moist static energy moves northward in present-day climate, whereas this northward shift in future climate simulations is very slow during May and June. In future late baiu season, the baiu front stays in the northern part of Japan even in August. As a result, the rich water vapor is transported around western Japan and the daily precipitation amount will increase in August. In the mid-troposphere, the horizontal warm advection roughly corresponds to upward vertical pressure velocity, and shows northward migration as seen in the lower troposphere. Especially, the RCP 8.5 scenario is delayed compared to the RCP 4.5 scenario. This tendency is evident in the north-south term of 500-hPa warm advection in particular. In conclusion, a late of the baiu rainfall band northward and an increase in precipitation during late of the baiu season are apparent from the point of view of atmospheric fields.

この20年で,生物学的製剤,分子標的抗リウマチ薬の開発,分類基準の改変,厳格な治療目標や治療ストラテジーの提唱などにより,関節リウマチの診療は非常に進歩した.この進歩は日常診療で患者の疾患活動性や身体機能の改善として実感されるのみならず,大規模専門施設からのデータでも確認されている.一方で,日常診療では,まだこれらの治療の恩恵を受けていない患者に出くわすことも少なくない.大規模専門施設からのデータ,日本全体の保険診療が格納された厚労省管轄のナショナルデータベースを用いた双方の研究結果を見ることにより,日本の関節リウマチ診療の課題が明らかになる可能性がある.

Over the years, the "appreciation" concept of Minoru Nishio has transformed, and while this study aims to discuss this concept, the term "appreciation" also needs to be analyzed historically from the national language perspective; thereby emphasizing prewar Japanese literature. Hence, I demonstrate a point in time wherein a transition concerning "independence of the appreciation" was determined. This transition was used as the grounds to allow the debating of literary education with Motoki Tokieda, which occurred before the educational practices of Shigeru Araki, particularly in a domain mainly comprising the literature education theory of Nishio by following the generation process of the "appreciation" concept from prewar days. During the prewar era, significant attention was paid to and debates were conducted on "the appreciation" in Japanese literature. Thus, demonstrating that the "appreciation" idea of Okazaki probably influenced this background, which promoted the discovery of the concept. "The appreciation" depicted the characteristics of the times, and it also was the term that strongly reflected the educational philosophy of each debater.

某印刷工場の改築にあたり, 有機溶剤の排出防止対策を検討した。まず, 既設印刷工場の有機溶剤排出状況と作業環境濃度を調査した。有機溶剤の主成分は酢酸エチル, イソプロピルアルコール, トルエンであり, 排出濃度は合計で448ppmと東京都の排出規制値 (3成分合計濃度200ppm以下) をオーバーしていた。また, 作業環境濃度も最高で762ppmであった。そこで, 当印刷工場の実排ガスを対象に, ベンチスケールの活性炭吸着式脱臭装置による有機溶剤除去実験を行った。実験は粒状とペレット状の2種類のヤシ殻活性炭について, 脱臭装置の出ロガス合計濃度が10ppmに達するまでの時間 (破過時間) を調査した。その結果, 粒状炭の破過時間 (充填層高260mm, 接触時間1.3secの条件) は38時間, ペレット炭の破過時間 (充填層高330mm, 接触時間1.65secの条件) は29時間であった。以上の結果, 活性炭吸着法は有機溶剤の除去方法として適用可能なことが判明した。

都市部の団地で暮らす高齢者の情報取得状況やタウン紙の利用状況を明らかにすることを目的とし、高島平団地の住民を対象とした質問紙調査を実施した。高島平2丁目団地の全7,741 世帯から乱数表を用いて1,000世帯を無作為抽出した。配布不可であった67世帯を除く933世帯を調査対象とした。回収数は228票(回収率24.4%)であった。回答者の約6 割は高齢者であり、そのうちの半数以上が独居であった。独居高齢者の34.7%が男性、65.3%が女性であり、平均年齢は70.1歳(±4.9)であった。調査結果から、情報の種類によってどのメディアを利用するかが異なっており、孤立の防止に役立つような老人会や町内会、各種講座の情報については、タウン紙から取得している高齢者が多いことが明らかになった。また、高齢者のタウン紙利用に関係する要因の分析から、古くからある地域情報総合紙は、居住年数の長い人により多く読まれていることや、地域のイベントやサークル情報に特化したタウン紙は、女性により多く読まれ、一人暮らしの人にはあまり読まれていないことが明らかになった。高齢者の社会的孤立を防ぐために、タウン紙によって情報を伝達することが有効だと考えられるが、伝えたい情報の種類や伝達の対象を考慮してタウン紙の種類を選択することの重要性が示唆された。

1 東日本大震災における大川小学校の被災 2004年3月,宮城県第三次地震被害想定報告書が公表された。同報告書内の宮城県沖地震(連動)「津波浸水予測図」(https://www.pref.miyagi.jp/uploaded/attachment/95893.pdf)によれば,石巻市立大川小学校(当時)や付近の集落(釜谷)までは津波浸水が及ばないと予測され,同校は地区の避難所に指定されていた。1933年昭和三陸津波もここには到達せず,1960年チリ地震津波についても不明と,この地図には記されている。しかし,想定地震よりもはるかに大規模な東北地方太平洋沖地震による津波は,大川小校舎2階の屋根に達し,釜谷を壊滅させた。全校児童108名のうち74名(津波襲来時在校の76[MOユ1] 名のうち72名),教職員13名のうち10名(同11名のうち10名)が,死亡または行方不明となった(大川小事故検証報告書,2014による)。東日本大震災では,引き渡し後の児童生徒が多く犠牲になった(115名,毎日新聞2011年8月12日)が,ここは学校管理下で児童生徒が亡くなった(ほぼ唯一の)事例であった。2 大川小学校津波訴訟判決の骨子 2014年,第三者委員会による「大川小学校事故検証報告書」発表の後,一部の児童のご遺族によって国家賠償訴訟が起こされた。2016年の第1審判決では,原告側が勝訴したが,マニュアルの不備等の事前防災の過失は免責された。しかし,第2審判決では事前の備えの不備が厳しく認定され,原告側の全面勝訴となり,2019年最高裁が上告を棄却し,この判決が確定した。 同判決における学校防災上の指摘は,以下の通りである(宮城県学校防災体制在り方検討会議報告書,2020を一部改変)。① 学校が安全確保義務を遺漏なく履行するために必要とされる知識及び経験は,地域住民が有している平均的な知識及び経験よりも,遙かに高いレベルのものでなければならない(校長等は、かかる知見を収集・蓄積できる立場にあった)。② 学校が津波によって被災する可能性があるかどうかを検討するに際しては, 津波浸水域予測を概略の想定結果と捉えた上で, 実際の立地条件に照らしたより詳細な検討をすべき 。③ 学校は,独自の立場から津波ハザードマップ及び地域防災計画の信頼性等について批判的に検討すべき。④ 学校は,危機管理マニュアルに,児童を安全に避難させるのに適した避難場所を定め,かつ避難経路及び避難方法を記載すべき。⑤ 教育委員会は学校に対し, 学校の実情に応じて,危機等発生時に教職員が取るべき措置の具体的内容及び手順を定めた 危機管理マニュアルの作成を指導し,地域の実情や在校児童の実態を踏まえた内容となっているかを確認し,不備がある時にはその是正を指示・指導すべき。 災害のメカニズムの理解と,ハザードマップの想定外を含むリスクを踏まえ,自校化された防災を,学校に求めるものである。3 大川小学校判決と地理学が果たすべき役割 大川小判決確定を受けて,「在り方検討会」は,2020年12月「宮城県学校防災体制在り方検討会議報告書」を発表し,判決の指摘や従前の取組を踏まえて,以下の基本方針を提示した。① 教職員の様々な状況下における災害対応力の強化② 児童生徒等の自らの命を守り他者を助ける力の育成③ 地域の災害特性等を踏まえた実効性のある学校防災体制の整備④ 地域や関係機関等との連携による地域ぐるみの学校防災体制の構築 ここにある③だけでなく,4つの全てにおいて,学校や学区の災害特性について学校教員が適切に把握できることが前提となり,専門家や地域住民との連携が求められる。そのためには,災害に対する土地条件として指標性が高い「地形」の理解が有効かつ不可欠である。このことは,地理学界では常識と言えるが,学校現場(および一般)には浸透していない(小田ほか, 2020)。ハザードマップの想定外をも把握できるよう,たとえば「地形を踏まえたハザードマップ3段階読図法」(村山,2019)等の教育が求められよう。 大川小判決は,教員研修や教員養成課程において,地理学や地理教育が果たすべき役割が大きいことを示している。2019年度からの教職課程で必修化された学校安全に関する授業や免許更新講習等において,また,高校で必修化される「地理総合」において,地理学および地理教育は,最低限必要な地形理解や地図読図力の向上に貢献し,もって学校防災を支える担い手を増やしていく必要があると発表者らは考える。
