Carbon dioxide (CO2) emissions from thermal power plants are one of the primary causes of global warming. As global demand for energy increases while environmental regulations tighten, novel power generation cycles are being developed to meet market needs while accommodating green requirements. To meet this demand in the global market, Toshiba has been engaged in the development of an environmentally conscious thermal power generation system applying a supercritical CO2 cycle (Allam cycle) developed by 8 Rivers in cooperation with U.S. companies: 8 Rivers Capital, NET Power, LLC; Chicago Bridge & Iron Company; and Exelon Corporation. The Allam cycle is an approach (with high pressure, low pressure ratios, oxy-fuel combustion and CO2 as a working fluid) that efficiently produces power in a compact plant, avoids NOx emissions, makes efficient use of clean-burning natural gas and can generate high-pressure carbon dioxide for enhanced oil and gas recovery in the field. We have been engaged in the development of a 25 MW-class pilot plant. In this project, Toshiba has been assigned the development of key equipment, including a high-temperature and high-pressure turbine and a combustor, for this thermal power generation system aimed at realizing a 295 MW-class commercial plant.

各国が締結してきた投資保護条約の多くには、「他の締約国の国民との間で負った義務の遵守」を確約する条項(「傘条項」)が含まれている。この条項は、それが対象としている義務や義務違反行為の性質を条文上何ら限定していないことから、国家が条約の他の締約国の国民との間の契約に反する行為は、全て同時に投資保護条約のこの種の条項の違反になると解されてきた。近年、この「傘条項」を根拠に、投資保護条約が定める仲裁手続きを利用されることが急増し、仲裁付託数の抑制を図るために、この種の条項の適用対象を制限しようとする新たな解釈が判例及び学説において模索されてきている。それらの新たな解釈のなかでも有力なものとなりつつあるのが、国家が立法権や行政権を行使して外国私人との間の契約を無効化した場合のように、国家がその権力を濫用し、通常私人たる契約当事者なら取り柄ない行為を、国家が執った場合にのみ「傘条項」の違反が成立するという解釈(主権的権限論)である。本稿は、この主権的権限論の法的根拠について批判的に検討したものである。Most of the investment protection treaties have the clause (so-called "Umbrella Clause") which promises the observance of commitments entered with the investors of any other contracting party of the treaty. It is generally accepted that this clause protects the investor's contractual rights against any interference which might be caused by either a simple breach of contract or administrative or legislative acts. It is said that this clause is of particular importance because that it is not entirely clear under general international law whether such measures constitute breaches of an international obligation. In recent articles and arbitral awards published in these three years, a different interpretation of the Umbrella Clause is proposed. This newly advanced interpretation say that the government would breach the Umbrella Clause when it abuses its governmental powers to escape from its contractual obligations, and that the Umbrella Clause has no rule about normal contract disputes which the state acts as contractor, not as regulators relying its sovereign powers. Thomas W. Wälde, a most influential writer about investment protection treaties, powerfully argued for this new interpretation at recent article published in 2005. This article critically examines the legal grounds of this newly advanced interpretation of Umbrella Clause. Umbrella Clause was introduced to private drafts of the investment protection treaty in the 1950's and spread from 1959 to many contemporary investment protection treaties. Thomas W. Wälde argued that implied "Original Intention" of drafters of this clause in the 1950's was to internationalize the protection of investment (then mainly concession) contracts with governments against abusive governmental abrogation. And so it would not cover the dispute over contractual performance that are the "merely commercial", with the State not relying on its sovereign powers. But the research of intentions of relatively many members of drafters of Umbrella clause shows that this clause could cover also the small and purely contractual disputes. Many articles and textbook mention the Umbrella Clause also covering the "mere" or "simple" breach of contract. It is of particular importance that, from 1950's to nowadays, text of The Umbrella Clause of Investment Protection Treaties provide that "any" obligations should be observed and don't restrict the Clause to limited disputes. If the implied intention of drafters and contracting States is to limit the Umbrella Clause to the disputes of governmental power's abuses, it would be curious that in recent investment treaties States don't limit the Umbrella Clause application by clear provision in spite of many commentaries in articles and textbook contrary to their implied intentions.

リヤプノフ安定性を基盤とする多くのニューラルネットモデルは,極小への落込みなどの問題点をもち,その動特性の限界が指摘されている.本論文ではこのようなニューラルネットモデルに対してカオス力学系を導入することにより,それらに新たな動特性を付加することを試みる.本論文で提案するカオス力学モデルは,エネルギー曲面での運動を記述する力学方程式の散逸項に周期的に変動する非線形抵抗をもつことを特徴とし,安定および不安定の位相を繰り返すことにより,状態のカオス的遍歴を実現するものである.誤差逆伝搬学習およびホップフィールド型ネットワークでの記憶想起に本力学モデルを適用した結果,これらの動的過程においてカオス的な極小遷移を確認した.更に,適当なパラメータ操作により発生するインターミテントカオスは,安定性と可塑性が共存したより柔軟な学習,構造性をもった記憶想起などの有効な動特性をネットワークに導くことが確認された.

近年, 日本各地でコンクリート構造物の早期劣化現象が指摘されはじめ, 維持管理業務の重要性が再認識されるところとなっている. コンクリート構造物の健全度評価を行い, 補修の要否を判断する場合, ひびわれ幅やひびわれパターンなどの劣化状況, 構造物の重要度を踏まえた耐用期間ならびに補修の難易度を総合的に判断する必要がある. 本研究は, 曖昧性を含む多くの評価項目を処理する必要のあるコンクリート構造物の健全度の判断に対して, ニューラルネットワークを適用し, 各要因の感度解析を行った.

The Ministry of Education, Culture, Sports, Science and Technology has urged each universityto promote efforts of cooperative work between academic staff and non-academic staff. The IR(Institutional Research) committee of our university is an organization with the cooperative work,and each member carries out activities and cooperative work making full use of their expertise. At the end of FY2016, we conducted mutual evaluation on IR with a university in the Tohoku region and made evaluations including staff expertise. In addition, as for the activity in FY2017, each staff is carrying out analyses and other activities making full use of the expertise of their department, as well as the previous year, and we are promoting further approach including the policy proposals.

小型のクモ (蜘蛛) の中には上昇流に乗って空を飛ぶクモがいる.浮揚力は, 糸出突起部から噴出された一条の糸に働く風からの摩擦力である.糸に働く正味の摩擦力の上向き成分がクモの重量より大きくなれば飛び立っことができ, 一様風の中で糸は最終的に鉛直線になって定常飛行する.クモの糸は非常に細くしなやかであり, 糸の太さに基づいて算出した局所相対速度のレイノルズ数は小さな値を取る.このため, 糸は効率的に空気からの摩擦力を受けとめて, クモの大きな質量を支える張力の伝達媒体としての役割を果たす.本研究では, 飛行クモの糸の変形を支配する力学を考察定式化して, 一様風中でのクモの飛び立ちから定常飛行に至る過程の数値シミュレーションを行った, また, 液体を用いた模擬実験を行って, 数値計算と比較した.

販売数量が減少するだけでなく、販売単価までが底なし沼のごとく下落していく「単価下落経済」。九〇年代に定着したこの傾向は、今後も続く公算が強い。 これまでの延長戦上で漫然と経費削減をしたり、値下げをしたところで、やがて経営体力を磨り減らして自滅するだけだ。それは、昨年からの不況型倒産の急増ぶりにも示されている。

本稿では,DCGAN を用いてイラスト画像の自動生成を行う.日本におけるキャラクタービジネスは以前から盛んであり市場規模は増加し続けている.最近では,企業や地方自治体の独自のキャラクターが宣伝活動を行う例も多い.また,SNS のプロフィール写真を独自のキャラクターのイラスト画像にする者も多く,独自のキャラクターを生成し使用する需要が増加している.しかし,知識や技術を持たない者がイラスト画像を 1 から作成することは困難である.そこで,本研究では DCGAN を用いてイラスト画像の生成を行う.また,生成されたイラスト画像を別のニューラルネットワークに入力し変換を試みる.最初に生成された画像と処理を加えた画像の比較をし,考察を行う.

温泉保養地において,天然温泉入浴並びにさら湯入浴対照実験を行い,天然温泉水がもたらすストレス軽減効果を検討した.実験期間は 2004 年 11~12 月,被験者は 57~67 歳の健常な女性 8 名であった.両実験ともに全身入浴用ポリウレタン製の袋に 40℃の天然温泉水,またはさら湯を満たして温泉の浴槽に入れ,水質のみが異なり他の環境条件を同一にした.被験者に入浴を 10 分間,出浴後は 28&ndash;29℃で 30 分間半臥位での安静をとらせた.天然温泉入浴の結果,入浴中に脳波感性スペクトルの「喜び」,「Comfortable」,「Good Mood」値が上昇し,心地よい感情の高まりを示し,出浴後の「リラックス感(MCL)」はさら湯入浴に比べて高い傾向であった.出浴後の平均皮膚温変化を比較すると,天然温泉入浴はさら湯入浴に比べて保温効果が高かった.天然温泉入浴はさら湯入浴よりも感情改善,保温,ストレス軽減効果が大きいと考えられる.<br>

The aim of this essay is to read Thomas Deloney's "The Queenes visiting of the Campe at Tilburie with her entertainment there"(1588) in relation to what is stated / what is left unstated by the narrator of the work, and to investigate the poet's strategies for raising the morale of the English people in general as well as the soldiers. Deloney sets up a narrator "I", who narrates the Queen's visit from an omniscient position as if he is giving a live report from Tilbury The narrator sometimes tactfully withholds specific narration about courtiers and the military and provides vaguely delineated images instead; and he sometimes adds realistic touches by directly quoting the Queen's statements at the camp. By this, he successfully creates an idealized, but reality-based realm with the Queen at its centre. The work does not literally follow historical events, and the poet carefully mixes vague narrative and the people's or soldiers' misgivings with the Queen's assumed speeches, and thereby creates his own version of the Tilbury legend. The technique of what is stated or left unstated by the narrator increases both the recipients' sense of trust towards the Queen and national unity in the face of the approaching enemy.
