本ラウンドテーブルでは、参加者の皆さんから簡単な自己紹介をいただいたあと、瀧端から企画の趣旨説明を行った。情報公開請求の発端は、神戸市立須磨海浜水族園の指定管理者交代の経緯を調べ始めたことで、資料収集の一環として、新・旧の指定管理者の応募書類を公開請求したところ、後者の書類に対して非公開決定通知を受け取ったため、異議申立てを行い、情報公開審査会で意見陳述を行うまでの経緯と、その間に疑問に感じたことを報告した。続いて、田中孝男氏からは、今回の一事例に様々な問題が含まれていること、指定管理者制度の要は「情報公開とモニタリング」であることが述べられ、法の解釈として行政上どうすべきか、法律学ではどういう問題点を出すかについて、以下の3点から説明がなされた。①指定管理者の情報を内容と保有主体によって分類する、②指定管理者の多くが出資法人であり、これらに対する情報公開の仕組み、③政令市の条例や運用に関する要綱等から、法律的な整理をしたときにどのような解釈が可能か。そして、2008年総務省通知で「指定管理者の選定過程の透明性」が国からも求められていること、法人情報非開示の基準として神戸市の場合、条例では「利益を害すると認められるもの」となっており、開示による不利益が客観的具体的に存在する必要があることが指摘された。また、当初の非公開決定通知書に客観的具体的理由の提示がなく、行政手続条例違反であること等が指摘された。

There are two possible causes that developed the restriction of joint range of motion after intramuscular injection.The first category is peripheral nerve injury after injection which fregently occurred in the radial nerve and the sciatic nerve. The others is degeneration or scar of the muscle tissue which encounter often in rectus femoris muscle in children.The contracture of shoulder joint due to deltoid muscle shortening secondary to the injection is very rare.This 34 year-old-female patient came to our clinic with pain and stiffness feeling on her right shoulder joint. We could get the history that she received repeated intramuscular injections to her right deltoid muscle for two years.She was operated and was found a whitish cord like scarred band, 1cm wide, in the posterior part of the deltoid which was removed subsequently.The histology showed marked atrophy, degeneration, and hyalinization of the muscle tissue.She got fairly good range of motion in the horizontal adduction at the shoulder joint after the surgery.Generally it is difficult to diagnosed this kind of disease on its early stage.This adult case was not dropery diagnosed for about two years.

低高度地球観測衛星からのデータダウンリンクの高速化を目的に,シンボルレート300 Msps,64APSK変調,及び256APSK変調,左右円偏波多重方式のデータダウンリンクの軌道上実証実験を行った.64APSK変調にて2.65 Gbit/sec,256APSK変調にて3.3 Gbit/secの低高度衛星からの世界最高の通信速度が確認された.

【目的】慢性呼吸器疾患看護認定看護師の活動の現状,職務満足度,支援状況の関連を明らかにすること.【研究方法】2014年8月に日本看護協会HPで氏名公表していた慢性呼吸器疾患看護認定看護師152名に,2014年8月~9月,郵送法による無記名自記式質問紙調査を実施した.【結果】回収率84.2%.専任が3.1%と少なく,活動時間が勤務時間の10%未満の者は約4割で,時間確保に苦慮していた.所属施設内および地域社会の活動状況への満足度は低く,満足群,非満足群で有意差が認められたのは[認定看護師としての活動時間][施設内ラウンド実施][薬剤師との連携][学会発表]の4項目であった.

In this paper, we report a case study of project-based learning (PBL). PBL aims to allow students to experience collaboration across disciplines. The class comprised several teams, each of which consisted of students belonging to different departments. First, the students learned biomimetics prior to PBL and attempted to develop new commercial goods with the knowledge gained. The teams could make full use of the university’s facilities, such as 3D printers, to produce objects precisely. The students’ final results included the development of a propeller for hydropower or a drone. The students evaluated themselves using a rubric that we specifically developed for the class. The evaluation confirmed that the students became aware of the need and importance of teamwork.

フェルミ宇宙ガンマ線望遠鏡搭載のLarge Area Telescope (LAT)によるガンマ線観測は,パルサーのガンマ線放射機構超新星残骸における宇宙線加速,そしてダークマターの探索など多岐にわたる科学トピックについて新たな知見をもたらしている.LATによる最近の科学的成果のうち,特に高エネルギー宇宙物理のコミュニティを驚かせたものは,かに星雲と呼ばれるパルサー星雲で観測されたガンマ線フレアである.特に2011年4月に発生したフレアでは,ガンマ線強度が数時間という非常に短い時間スケールで1桁以上も増加した.この観測結果は,既成の粒子加速機構およびガンマ線放射機構では説明が困難であり,宇宙物理における新たな課題となっている.

It is not difficult for residents, for the most cases, to know the knowledge of disasterprevention, while it is quite difficult for them to take appropriate evacuation behavior.For example, it is easy to know why flooded underpasses should not be gone through bycars. It is just because cars would be submerged and got stuck on the way. However,people sometimes fail to apply such knowledge to take an appropriate action, due tothe so-called knowledge-to-action gap. In the present study, a preliminary investiga-tion and two experiments were conducted. The purpose of the investigation is to clarifythe kinds of unsafe evacuation behavior with reference to newspaper articles on flooddisaster over the past 15 years. The two experiments are to examine if the knowledge-to-action gap can be confirmed by means of paper-and-pencil tests consisting of knowledgeand intention tasks. Preliminary investigation revealed ten kinds of unsafe evacuationbehaviors in flood disaster. Experiments 1 and 2 indicated that participants take unsafeevacuation behaviors even though they have appropriate knowledge. In addition, theexperiment 2 indicated that they perceived danger in unsafe evacuation behaviors andflood disaster situation.These results demonstrate an aspect of unsafe evacuation be-havior, and the importance of disaster prevention education, which has to be carefullydesigned to bridge the gap between knowledge and action for disaster prevention.

イギリスの公共放送BBC存続の基本法規に当たる特許状が2017年更新され、BBCの統治システムが大きく変更された。BBC内部のBBCトラストが廃止され、BBCの監督機能が初めて外部の独立規制機関Ofcom(Office of Communications:放送通信庁)に移された。従来の商業放送に加えて、新たに公共放送BBCも監督することになったOfcomでは、放送制度・コンテンツを監督する責任者として、元BBC Newsチャンネルの責任者でアイルランドの公共放送RTEの副会長ケビン・バッカ―スト氏をヘッドハントした。バッカ―スト氏は、BBCの夜のメインニュース“News at 10”の編集長や、BBC Newsチャンネルのコントローラー(総責任者)を歴任するなど、BBC職員として長いキャリアを持つ。バッカ―スト氏のもとで、Ofcomは、BBCをどう規制・監督しようとしているのか。BBCトラスト時代と何を変えようとしているのか。2018年2月、ロンドンでバッカースト氏に話しを聞いた。

People living at home with chronic respiratory failure must struggle to live in the face of various difficulties and distress. But their experience has not been investigated up to now. This study focuses on the experience of people living with this chronic respiratory failure. It is also an experiment in practical nursing research. Four patients and their families agreed to be participants. The patients are sufferers of chronic respiratory failure undergoing long term oxygen therapy at home. The methods used fieldwork at such places as outpatient departments, patient group activity situations and the patients' homes. Several formal and informal interviews were also conducted over a period of six months. Through fieldwork and interviews, I endeavored to come into contact with their actual sense and experience of life. I have described the findings under three headings : "Breathing and Moving", "Living with Suffering", and "Devising Life Strategies". First, I describe the experience of "Breathing and Moving". The participants actually feel that each and every breath supports their life. They must concentrate their consciousness to breathe in order to make each movement, and choose every movement carefully. For those people living with chronic respiratory failure, the simple act of breathing becomes the primary action supporting their life. They cannot entrust their lives to their body's automatic breathing, but must always be conscious of their breath. Second, I describe the experience of "Living with Suffering": The participants find hope and courage for themselves from contact with other patients' lives. When they observe something, they perceive a meaning in it to apply their life. They face the inevitability of life, and make new efforts to live themselves. Thus they maintain their will, and resolve "I want to do this" or "I don't want to become that". Lastly, I looked at the concept of "Devising Life Strategies": There are produced from their earnest desires. The patients devise the strategies themselves through a long groping process. The strategies may be called a technique for living. However, it is important to emphasize that they do not talk freely about the Strategies to medical workers. In conclusion, those living with chronic respiratory failure live in a world experienced through their body. Understanding of their subjective experience is produced through contact between the lives of patients and that of the researcher. The world of meaning and emotion world cannot be approached merely from an objective perspective.

We examined physical fitness adaptation after six weeks of snow shovelling using different types of shovels. Thirty-three subjects participated in this study and were divided two groups: normal shovel group and less-workload shovel (UD-shovel) group. Grip strength, vertical jump, 10 m obstacle walking, chair rising test, lactate threshold and body mass were measured before and after six weeks of snow shovelling. All measurements showed no significant differences between the groups. The chair rising test and ten meter obstacle walking were significantly at main effects. These values were higher in the after period than in the before period. But there were no significant differences at main effects in grip strength, vertical jump, lactate threshold and body mass. These results suggest that six weeks of snow shovelling may not affect upper body strength and aerobic capacity, but may affect lower body and muscle of trunk strength, power, agility, balance and coordination. These effects were not different if using normal shovels or UD-shovels.

情報モラルに関する知識を有していたとしても,その知識を行動として具現化しようとする意図が形成されなければ,実効的な意味で知識を習得したとは言い難い.本研究では,一般的な知識として正しい行動を問う知識課題と自身が実際に選択する行動を問う意図課題を用いて,高校生を対象に知識と行動意図の不一致を定量化した.実験1・2では,意図課題の正答率の方が知識課題の正答率よりも低く,実験参加者が適切な知識を有しているにもかかわらず情報モラルに反する行動をとることが示された.また,実験2では,実験参加者はクラスメイトが情報モラルに反する行動をとる割合を高く推定していることが示された.これらの結果は,知識と行動の不一致を認識させ適切な行動意図の形成を促す情報モラル教育の重要性を示すものである.

虚記憶とは,実際には起こっていない事柄を起こったこととして誤って思い出すことである。虚記憶を検討する実験手法として,DRMパラダイムと呼ばれる手法が確立されている。本研究では,DRMパラダイムで見られる虚再認が,漢字一字の刺激に対しても見られるかについて検証を加えた。ルア項目1項目とルア項目の関連項目15項目で構成されるリストを12種類作成し,DRMパラダイムに用いた。その結果,6種類のリストにおいて,関連項目が学習時に提示されると,関連項目が提示されない場合に比べて,後のテストにおいて学習時に提示されていないルア項目についても,学習時に提示されたという偽りの既知感を高めることが示された。この結果は,漢字一字の刺激に対してもDRMパラダイムによって虚再認が生成されることを示すものといえる。今後,本研究で虚再認が示されたリストが頑健なものであるかについてはさらに詳細な検証が必要である。
